Fix Error Unable to start new session, as the Windows BITS Queue it full. See DSS solution #00047275

Step 1: Open Command Prompt and run as admin Then enter the command: bitsadmin /reset.
Step 2: Go to Services and find "Background Intelligent Transfer Service", then choose to disable it.

Step 3: Select as shown in the image below.
Step 4: Restart the computer.
